When Darnell Washington received a rent increase notice in February — 47% in a single year — he recognized it as the same displacement pattern he'd watched hollow out two neighboring blocks.

He downloaded Shelter's Rent Strike Planning Guide and organized twelve of his building's fourteen units. The collective withheld rent into an escrow account and filed a habitability complaint citing 23 documented code violations.

The Chicago Housing Court ruled in their favor. The landlord was required to make repairs, roll back the increase to 5%, and sign a two-year lease stabilization agreement. Darnell now runs Shelter's Englewood chapter.

Shelter began in 2019 when a coalition of East Bay tenant organizers, a Chicago housing attorney, and a Brooklyn policy researcher started sharing documents in a shared folder. That folder became a library. That library became a collective.
